1. Puerto Rico has the highest cost per KWHr within the US, invest in a Solar PV Systems and start saving money immediately!
At a KWHr cost of over $0.30. KWHr, the cost of electrical power in Puerto Rico is the most expensive electrical utility in the whole USA. Although the present local Renewable Energy legislation has some severe flaws, it is still very cost worthy to install a Solar Photovoltaic Energy System.
These systems have no moving parts and are warranted for periods up to 25 years. This technology is well understood and is has withstood the test of time. A solar PV system only degrades approximately 0.5% per year. This guarantees a long useful lifespan while producing free energy from the Sun into electrical energy.
By installing one of these systems in your facilities, you can substantially reduce the amount of electrical power demanded from the utility. The installations can be even sized to produce what is known as a “Net Zero” installation where the owner produces all of the energy that he needs. This type of connection is called a Net Metered connection (refer to that section within this website for further information of this subject).
Once the payback period is reached (and it is most probably much sooner than what you can imagine), all of the extra electrical power produced throughout its entire service life is just “gravy”, free electrical power for at least 25 years and more! Who can say no to this tempting scenario? These are capabilities that can be reached today with proven technology!
There are other alternatives for entities that have land available and if their location is “compatible” to existing PREPA installations, if so they could become a Solar PV Energy Generator. They can range from 1 MW to larger than 100 MW in size. These types of installations require a special permit and what is known as a Power Purchase Agreement (PPA) in which the Utility (ie, PREPA) agrees to by all of the energy produced at a mutually agreed price.
Under the new incentives program under Law 83 (2010), any Generator larger than 1 MW can also generate a negotiable document called a Renewable Energy Credit (REC), each REC represents a block of 1 MWHr of energy produced. These documents will be certified by the utility and serialized by the government. After this process, the REC document can be sold on the open market to those who need these Renewable Energy Credits in order to comply with Energy Conservation Laws. Thus the Generators, not only sells the produced power to the Utility at the agreed price, but can generate an extra income by selling the REC’s generated by their facilities in the open market.

4. Types of Large Commercial Photovoltaic (PV) Systems
Based on the facts described in the Tax Incentives section of this document and new favorable legislation to that effect, the installation of Large Photovoltaic Systems (LPVS) in Puerto Rico now have the opportunity to become a reality.

These LPVS can be installed on large roofs which are found in malls, commercial buildings and on the roofs of many commercial, industrial or pharmaceutical facilities

These systems can also be installed in large parking areas or can be ground mounted on any open ground area as shown in these photographs.

Depending on the client, he may want to own the LPVS installation; this is an option that is always available. Yet the majority are more interested in securing mutual arrangements with companies that will provide a “turnkey” LPVS installations within their premises, these companies are known as Solar Energy Providers or SEP.
Under such arrangements, the User secures a contract in which he will be provided a fixed electrical power rate (expressed in Kilowatt/Hours per year). The contracts are usually made for periods ranging from 20 to 25 years. The cost per KWH offers a fixed cost to the User for the contracted period (it may have a small yearly incremental cost).
By entering into this contract the User will receive electrical power at a guaranteed fixed rate in order to take care of his long term energy needs. There will be no up-front costs to him. The solar energy generated by the system is metered and the User pays only for the exact amount of the energy he receives.
This will eliminate from his operational costs the uncertainty of what will be his electrical energy costs in the future which, as history has taught us, are very prone to unpredictable but surely much higher costs!
The SEP in turn will provide all of the different resources required for the completion of every aspect of the implementation of a large solar PV system, including but not necessarily limited to:
1. The evaluation, analysis and economical viability of the Users site.
2. All of the required engineering design and support work.
3. The approval of all concerned government agencies.
4. The financing of all required capital to cover all costs involved.
5. The complete construction and installation of a fully functional system.
6. The engineering certification and commissioning of the new system.
7. All of coordination in order to secure the tax credits and any other incentives that may apply.
8. Full 24/7 on-line monitoring of system operation and performance.
9. Complete support and maintenance for the life of the system.
